Consider your safety and the safety of the animal. A strange, frightened and probably sick or injured animal may behave unpredictably. A sudden move may spook him. When approaching the animal speak calmly to reassure him. Make sure he can see you at all times. You may need to entice him to come to you by offering a strong smelling food like, canned tuna or dried liver. Try to restrain the animal with a leash, rope, pets carrier, etc. If the pet is calm check for a tag or collar identification and contact the owner.
